The situation

Every contact sits in a database built up over years, but reaching them means one person researching each one by hand before writing anything, then remembering to follow up days or weeks later. At the company’s scale, that’s more contacts than one person can hold in their head.

A contact who doesn’t reply to the first message usually just stops there. The fit was often right; nobody circled back before the next batch of research took over the day.
